I have a Jack Russell terrier, just over a year. I live in an apartment complex where many people have dogs. When I'm walking my dog and he spots another dog, he tries to pull me violently in that direction. If the dog is near, my dog lets out shrill cries loud and continues to try to pull me. No attempt to injure). If I leave to check out the other dog, they smell, then light the struggles and the post office to get tangled up.
