Whats the difference between dog treats and regular dog food?

More specifically, what's in dog treats is so different from regular dog food, and makes dogs freak on your treats? Why is not this just added to the regular dog food to make it appeal to the dogs, not that it really matters?

How much dog food do you feed a jack russell and rat terrier?
