If my neighbors barking dog makes it over the fence can I shoot the dog?

I live in California and have two small children. The people behind us just moved in and worked to build a dog up against the fence bordering. She also placed the dog house against the fence and the dog is trying to come over to my yard. These dogs bark the whole day & grunt. If they do through the fence or over the fence. Do I have the right to shoot dogs?

How often is the dog park good for dogs?

Mi 6 Month mixture AB / Lab loves going to the dog park. It took us a couple times a week. But my husband wants to take it more often, I 'm personally afraid she will catch bad habits. I've heard that other dog owners say their dog has become defensive or aggressive incidents after a dog park. She has such a sweet and gentle tempermant now and I worried about the change to have much interaction with some of these dogs. What do you think?
